You cannot do this.
Google is way ahead of you. They have built protections into their systems which work on mathematical algorithms.
Their first line of defense is to not allow your web site to even be approved if they don't think it has content and is visited enough.
But even if you got though the first hoops, your account would be flagged using various methods. As as example, their system knows the odds of the same people (from same area or IP number) clicking on the ads. They know user behavior. They know whether those people who click the ads spend time on the site that they clicked through to.
Those are just some quick examples off the top of my head. Suffice it to say that the thousands of computer scientists and mathematicians at google are a LOT smarter than your run-of-the-mill petty thief.
