AdSense is a pay-per-click program i.e. you get paid for genuine ad click, cost per click  for different ad may differ. Actually it depends on the how much Advertiser is paying to Google.
You must have heard of Google Adwords, it is parent root of Google Advertising system where only advertiser are allowed to take part. Advertiser advertise their products here and Google AdSense display same ads which are received through the Adwords program.

#1- Target Costly Products
You should write about a product which is having high competition in the market. This literally means to write a post comparing same products of different companies. Here competition will always be high and high CPC ads would be shown into that post.
If you’re writing about ‘best SUV’, I know there are plenty of companies in market, specifically to sell their products. So most of the high CPC ads expected on your website.
And if you’re writing about “exam result or guidance for preparation of IAS exam”, you win for traffic, you will get good number of visitor but you will not find higher CPC ads. Just think which western companies would like to display their ads on site where most of the visitors are just students. I don’t think any will be ready.
Focus on rich companies products, they never mind paying $2 if they get revenue of $40 on same.
#2- Write for Advertisers
If I have a product to sell, I will give more commission to middle person who helps to increase my product sales. I will never mind paying $50 per click if same is generating me $200. This is the same strategy advertiser follow. Google AdSense display high CPC ads on the post targeting costly products. This is reason insurance, lawyers advice and health niche generate more AdSense income. It can be done by targeted visitors only. Google start putting high CPC ads on website once it notices tour blog is getting targeted visitor. This happens when blog get old.
If your blog is getting 50 click but making no sale, I am sure Google will display low CPC ads next time on your website.
#3- Traffic from developed countries
Although in the above infographic it is not mentioned, but I want to let to know that most of the companies from developed countries sell their products online. And people from developing countries are less know to purchase products online, actually they want to touch the products before buying it. Even in India, in my locality 90% do shopping on malls and shop, I prefer online.
So displaying high CPC ads to traffic coming from developing counties is useless.
Try to receive traffic from countries like USA or Europe countries or Australia.
If you’re getting traffic from poor country then even targeting high CPC keywords may not benefit you.

The page views from India is in second position but in actual the CPC is very less compared to other 3 countries (UK, Canada and Germany).

Some basic rules of thumb from my experience:
  • Use formats that advertisers use the most: 728x90 , 300x250 and 160x600. Will get you good diversity of ads coming in.
  • The larger the ad unit the better (as long as it doesn't kill the user experience)
  • This might sound "greedy" but if your page is long enough, don't be afraid to use the maximum allowed units on a page (3 adsense for content, 2 link units).
  • Merge the ad units with your content wherever applicable. I see a lot of webmasters just putting the ad unit in a "dedicated" location and will not go any further. Instead, use them on natural breaks and divisions in your page.
  • I haven't used this as much but place units in the shape of an "F" on the page (if the language is English). Research shows visual hot spots lie in this pattern. 
  • Make use of ad units close to the navigation, above/below video embeds and in forum posts.
  • Go for contrast on dark backgrounds on your ad units; go for colors that blend with lighter backgrounds.
  • Analyze hot click areas on your pages and place a single ad in the proximity. Don't stack ads one top of another, that might just hurt conversions.
  • Very important: Whenever possible, keep changing ad unit locations every month. Loyal users are very good at filtering out ad units after a while and you need to keep mixing it up by changing units around and experimenting with colors/borders.

Having said that, do listen to your customers. If they start leaving your site because of obtrusive and irrelevant ads, cut down.
